1. Call Meeting to Order - Chairman Bell 
   Chairman Donnell Bell called the meeting to order at 5:30 PM.
   
   
2. Roll Call - Chairman Bell 
   Chairman Donnell Bell called the roll with the following commissioners present, Donnell Bell, Cleo McKinnon, Florese White, William Godwin, and Hazel Nelson. Commissioner Justin Powell was absent. Executive Director Allen Brown was present. With a Quorum being established, Chairman Bell gave an opening prayer and the meeting proceeded.
   
   
3. Consent Agenda Items - Chairman Bell 
   1. Consider approving Minutes for October 6, 2025 Regular Meeting
   2. Consider Vacancy Report
   3. Consider Checks Paid Report
   4. Consider Benson Police Department Incident Report
      
      Chairman Bell presented and went over the Consent Agenda. Commissioner Nelson made a motion to accept the consent agenda as presented; a second was given by Commissioner McKinnon. There was no discussion, the Consent Agenda was approved as Presented.

6. New Business - Chairman Bell
   1. Consider September 2025 Financial Statements - Allen Brown, Executive Director 
      Director Brown presented the September 2025 Financial Statement. There were no questions or concerns.
      
      
   2. Consider Aged Accounts Receivable Write Offs - Allen Brown, Executive Director 
      Director Brown presented the uncollected aged accounts receivable, totaling $321.39 that are to be written off per the BHA write-off policy. Commissioner McKinnon made a motion to approve a resolution to write off the uncollected accounts receivable totaling $321.39. Commissioner Nelson gave a second, there was no further discussion; the motion and resolution were approved.
      
      
   3. Consider Contract Extension for IT Services - Allen Brown, Executive Director 
      Director Brown presented a request to extend the IT Contract with Elect Data Solutions for two years. Commissioner McKinnon made a motion to approve a Resolution to extend the Contract with Elect data Solutions for two years effective December 2025. Commissioner Nelson seconded the Motion. All were in favor of the Motion and Resolution were approved.
      
      
   4. Consider 2026 Flat Rents - Allen Brown, Executive Director 
      Director Brown presented the new Flat Rents for 2026. Per HUD regulations they are to be set at 80% of Fair Market Rents (FMR) or 80% of Small Area Fair Market Rent (SAFMR). The (SAFMR) for Benson is more economical for BHA residents. Commissioner McKinnon made a Motion and Resolution to approve the 2026 flat rents; Commissioner White gave a second. There was no further discussion, and the Motion and Resolution was approved.

   Director Brown presented the Executive Director Report
   
   
8. Board of Commissioners Report/Comments - Commissioners
   All commissioners made suitable comments for a Happy Thanksgiving to all.
   
   
9. Adjournment - Chairman 
   The meeting adjourned at 5:55 PM.
